GUI control panel question

For the first time since I started using Deluge, I noticed that two of my torrents now say 'queued' next to them, instead of the usual 'seeding' or 'downloading.' They are both completed downloads and had been showing as 'seeding' up until just about now. I may have missed it in the FAQ; but I don't see anything about this, and I'm still not sure about what the queuing function is or does, or what the 'queue up' or 'queue down' buttons do; as I posted in my newbie questions posts. The queue controls how many torrents are allowed to seed or download at a time. You can change the options in Preferences->Queue. If you want all of your torrents to run all the time, change Total active, Total active downloading, and Total active seeding to -1 (unlimited.)
The queue up and down buttons will move torrents up and down in the queue if you have a limit set. i.e. if you want one of your queued torrents to start downloading, you move it up in the queue.

Thanks gazpachoking. So if I have a "1" next to a torrent, is that number 1 in the queue, even if it's attempting to download? right now, I only have one torrent I'm trying to download and I think it doesn't have any seeders. Still, it has a 1 next to it. I have a couple of others that are queued; but have already been completed (so I guess they are queued for uploading).
