Can See Peers but Not Connecting / Shutting Down

Hi.

I am having a couple of problems with my Deluge 1.2.0 and would be grateful for some help with these:

1. Can See Peers but Not Connecting
-- After loading the torrents, can see the number of peers able to connect to, but no connection is formed between me and the peers (i.e. no downloads / uploads). Odd, because if I use my old deluge 0.5 or utorrent, peers connect fine, and downloads can occur. Is there some setting in deluge 1.2.0 that I have to activate?

2. shutting Down
-- when attempting to quit the application, it refuses to shut down. I have to force shut it down via CTRL-ALT-DELETE and then disconnect my connection to the internet before it shuts down. If not, it just shows as "Not Responding".
