I had searched everywhere but I could not find an answer to
How to force Deluge to use VPN in Mac OS.
Could somebody help me to accomplish that?

Either you get your VPN through a running service or must set it up manually.
I suggest you follow the manual instructions for doing a VPN for Mac.
Go to System Preferences, then select Network. If you already have a VPN set you will see it here. If not follow the VPN instructions or the Mac VPN instructions. (I am just trying to answer your question.)
Unlock the lock at the bottom left of the Network window. Find the name of your VPN here. Click on "Advanced." Here you will find a "Sessions" window. In the Session window you will need to tick the "Send all traffic over the VPN connection."
Once that is done, save, and apply. Exit network settings. The next time you start the VPN everything should be going through the VPN.

Yes if starting the VPN and then deluge, then deluge uses the VPN, but if it disconnects, then your regular connection is used.
In deluge there are two methods to combat this.
Either set deluge to bind to the local IP address of the VPN, e.g. done from a script instead of manually, or alternatively use ifacewatch plugin, which lets you bind deluge to an interface, like e.g. tun0 etc.
These solutions are more like kill-switch scenarious though, to further enhance the protection of the VPN, as just simply running deluge over a VPN doesn't take anymore than starting the VPN followed by deluge.
