Are you trying to use Deluge in English?
Otherwise, Deluge should auto detect your OS language and locale.

A year later, is there still no easier solution than a .bat file for such a trivial issue? Moreover, a .bat file won't help when you're launching Deluge by opening a .torrent file or a magnet link.

A permanent solution is to delete all the files in deluge/i18n installation folder.
