I am lost on activating Yarss2

I'm pretty certain I've been able to install 3rd party plugins before. Although it has been a couple of years.
I cannot for the life of me figure out what I'm doing wrong.
I've tried installing it through the webui, which from what I understand just does not work.
I've also tried installing it via the gui to no avail.
I've also read a few threads on this forum regarding this issue, but still can't figure this out.
Any help would be greatly appreciated.
I should also say that I had previously tried this on 1.3.14
I upgraded yesterday thinking that would help, but no luck.
