Still not Anonymous?

Hello, I am not new to torrenting, or Deluge I love the client, but I have encountered an issue, perhaps you can shed some light on this subject.

I recently recieved an Infringement letter after downloading a popular show torrent while using both a VPN (PIA) and a Sock5 Proxy. I was also using Peerblock with updated block lists from Iblocklist. I have my PIA killswitch and IPv6 leak protection turned on, Was also using a foreign server...
How is this even possible? What am I doing wrong?

What method(s) are you using to verify that your real IP is not visible?

Currently using IPleak.net. I have checked over and over again that my IP is not leaking, and according to IPleak.net, it isn't. Yet, in the
infringement letter, my ISP listed my public internet address.

I wouldn't use or trust IPleak.net for this purpose, unless you are using their Torrent Address detection test.
Try loading the torrents/maglinks available from the below sites into Deluge and check in Deluge as to what the trackers say your IP is in the Status Tab.
