Unable to start service Win 10

I've used the instructions here : http://dev.deluge-torrent.org/wiki/User ... MS_Windows
I've also used nssm pre-release after reading another post about an issue that could be sidestepped by using it but I'm still not able to start the service and unfortunately my error is a non-error as below.

The service did not return an error. This could be an internal Windows error or an internal service error.
If the problem persists, contact your system administrator.

Can anyone lend a hand please?
