I still can't figure this out.

I literally have 15 other applications that are using IIS and base URLs, but this is the only one that's not working.

yes, of course.

I'm using AAR and URL rewrite with 15 other applications. SOnarr, Radarr, Jackett, etc. which all use a base path and have no issues.

I"m seeing different information from the sources below:

is the web.conf supposed to have a trailing slash or not?

What I don't understand is even if I'm not using the reverse proxy, why can't I get to the webUI via : localhost:8114/deluge or localhost:8114/deluge/ ?
