Deluge Deamon Service Not Downlading Torrents

Hello,

I've been using Deluge on seedboxes for a while now and enjoying. However, I rented a dedicated server recently and I want to use Deluge as a service but I am encountering some problems. Server is running on Win 10 Pro.

The deamon is working, web ui is working and I can connect to them from an outside ip. Problems are:

1. Config files are rewritten to default by deamon and web on every reboot. So I had to change them to read to only. However, when I want to make a change on the settings, I have to log in to the server and change file state manually. They are not re-written this time so I changed the file state back to normal.

2. I can add torrents with web ui, but when after I click add, the add window does not close. I have to close it manually.

3. Added torrents can see the trackers and peers but they do not download or seed. No errors or connection problems etc.

4. I cannot connect to the deamon from the local deluge client. (ie from 127.0.0.1:port) (I was trying it without username and password, now I can connect it from local server)

I opened ports and made firewall rules for both in and out for deluge and deluge debug executables.
