Plugin to prevent payload check on each boot-up?

Hello,
I was wondering if there is a way/plugin to prevent deluge from checking the payload everytime it boots up. When I download a torrent, lets say it's a 7zip file, I want to keep in the client so I don't duplicate the download, and as an archive list. However, if the 7zip file is on my external hdd, and I don't have it plugged in when booting deluge, the torrent will go to 0% paused (so it's checking the payload to see if it's there). In addition, for 7zip files and the like, even if I was to just keep the file, and have deluge look for it, in order for it to stay on the torrent list, I would have to have two copies of the torrent payload (one 7zip so that deluge recognizes it and the unzipped version of it).
old utorrent used to do this, as in "stopping" a torrent after download wouldn't check the payload.
