only 15 torrents will seed

like the title says only fifteen torrent files will seed at any give time.
to my knowledge i have set all of my uploading/seeding options to unlimited. Is there something i am missing here?
attached are my configs for bandwidth and queue i am not using any custom settings in the autoadd plugin for seeding/leeching settings

Do you happen to have torrents in your queue set as "Auto Managed"? If so, then you might try disabling the auto-managed feature. In some cases, on some installs, it seems not to work correctly.
