As far as I have been able to gather, in Windows 7 Microsoft changed the sleep mode so that it does not pay any attention to what any of the programs are doing, and just puts the computer to sleep after the interval of inactivity has been reached; unless there is a program specifically telling it not to sleep. Since Deluge doesn't prevent the sleep behavior, when sleep is turned on it interferes with downloading. Though I can't say whether or not it is possible to do so, I think it definitely would be useful if Deluge was able to prevent sleep mode.

^^ It's now (end of) 2015, some four years later & Deluge still doesn't have this simple function present in other programs, like uTorrent, meh. ;-/
