Deluge Encryptation For Traffic Shapping

Hello, Ever since my portuguese ISP started to preform TS in p2p connections, I switched over to deluge ( wich is since October 2007) ... With deluge I could download at 1.6MB/s to 1.8MB/s, well that was until 22 Jan 2008. Since then My speed doesnt pass the 50Kb/s sometimes with luck I can go to 60Kb/s but the avarage is around 45Kb/s... My question is related to the ecryptation... Isnt deluge Encryptatin the Hole IP packet used for P2p? if it is... How in the world THe ISP as aknowledge about my packet so it can preform TS... I tested another bittorrent client aka Ktorrent, and used in my Fedora Core 8 virtual machine using encrypt mode and the speed reached 250Kb/s ( not the same I used to have , but pretty ok then the 50Kb/s)... Will the developming team of Deluge for windows port going to re-review the encryptation algorithm or something that can best suite all, to overcome ISP TS?

same think happened to me since version 0.5.8.1 :(
