Using this guide I compiled for my RPI Deluge 1.3.13 with libtorrent 1.0.9

To avoid any queuing, mostly like a dedicated seedbox, put the number above you total torrents number. Debian repo is not fully updated, you may want to compile from source to get the 1.3.13

Why not using the last version 1.3.13? First switch to the last release to assume nothing is wrong with an old bug.
Then did you check what mhertz suggest? The correct port forwarding, check with for example http://www.canyouseeme.org/ and the queue settings seem to be the most valuable culprit.

I don't know for the Webui but you can with the thinclient install plugin related to statistics (total traffic If I'm not wrong). This plug writes files in the Deluge's folder, files you can maybe use for another purpose like personal script.
