Using this guide I compiled for my RPI Deluge 1.3.13 with libtorrent 1.0.9
The wiki contains also the info to start daemon with systemd script.

Seeding is the correct status, but you have to check your tracker as well. Take one example of your non-seeding torrent (but in seeding state), select it, and check in the lower panel the status. What's the value of "tracker status" ? For example if the you can be in seeding state but if y...

To avoid any queuing, mostly like a dedicated seedbox, put the number above you total torrents number. If it makes any change and you're not using the server as dedicated seebox, you can reduce the number and let the auto-managed feature do the job. Anything in the log? check the wiki for the debug ...

Why not using the last version 1.3.13? First switch to the last release to assume nothing is wrong with an old bug.
Then did you check what mhertz suggest? The correct port forwarding, check with for example http://www.canyouseeme.org/ and the queue settings seem to be the most valuable culprit.

I don't know for the Webui but you can with the thinclient install plugin related to statistics (total traffic If I'm not wrong). This plug writes files in the Deluge's folder, files you can maybe use for another purpose like personal script.
