For additional information, I've been running a clean installation of Windows 10 Creators Update without any issues with Deluge.

When you reinstalled, did you rename the AppData folder to make sure all Deluge configuration were reset as well? It's located at C:\Users\%userprofile%\AppData\Roaming\deluge.

Did you specify a path when setting up the service? You just add "-c /YourPath/DelugeData" to the start command and that's where the config folder will go. This is the way I have it configured to run multiple instances of Deluge.
