You'll have to explain further exactly what is is you are trying to do - post the actual shell commands, and the output of ls -al for the folder you are working with.

Does the user that Deluge is running as have write permission to the folder you are downloading to?

One of the side effects of using a proxy (or VPN) with Deluge is that port forwards have no meaning and are unnecessary. You could use a proxy to get around your problem.

I am fairly certain that if you are not connected to the proxy and you are able to have torrents running, they are using your real IP address. You might try going to the original configuration with the corrupted proxy host and without those ltconfig settings set, and download that torrent again. Whi...

Did you restart deluged after making those changes to the proxy settings?
If you did not restart deluged, and you had an existing open connection to the proxy, then that connection will be used (with the valid host and password).
