Yes, it does need different ports, but you can actually use random for outgoing ports without problem. It should make it through the firewall/router since it is originating from your computer. (it does for mine anyway)

I'm thinking it has something to do with account control... I've had this happen before after a fresh install for instance, and with pidgin too, when it happens try just closing and reopening it, that should be all that's needed. Also, I hope you are using a newer version than RC1 by now as of this ...

Each version comes with the option or capability to install gtk, so, to answer your question no, you do not need to install rc2 or gtk before installing final version. (in the best practice you should uninstall old versions before installing new versions, but again it shouldn't be necessary unless y...

Go to the folder where it was installed (likely c:/program files/deluge) and right click the file deluge.exe and select create shortcut, move this shortcut file to wherever you want it.

Worked first time for me on Win 7. Uninstalled first, and removed old shortcuts that pointed to cmd files. And installed everything to default locations and settings. (including gtk package)

Does the site list you as connectible? A lot of times private sites like or prefer everyone to be connectible... if not this could point to port or firewall not configured properly.
Also make sure that the port you set for Deluge you are not trying to use for anything else at the same time.
