Sorry dunno, and haven't tested that version you're using for this, but indeed as you say, it seems session of libtorrent paused, meaning also e.g. no metadata saved for magnets and so no torrent for it saved in state and deluge "forgets" these on your version, but Cas fixed for us in 2.0....

If not showing up at all, then it's not available in the server's config, so in your case '/root/.config/deluge/plugins'. If showing up, but no plugin preferences tab, then missing on client config i.e. '~/.config/deluge/plugins'. Hmm, scratch last part, got confused regarding gtk-UI(thinclient) vs ...

I'm sorry, when I said I had tested this before, then I ment the workaround for clearing password, and I just reconfirmed that - as said need deluge/tray closed first, so either 'win+r > cmd > 'taskkill /f /im deluge.exe'' or simply restart windows and make change afterwards, as not possible to righ...

I tested this a few months ago actually, I remember(same version). Sorry forgot say need kill tray when editing gtk3ui.conf as else deluge still running. If did do that, then rename %appdata%\deluge to end in -bak or alike with deluge/tray closed(check task-manager to be certain not running), to gen...
