We have had a few people using the Lenny Guide to get it working but i guess that is with python 2.5.

You will find that libtorrent 14.10 is actually available in the Ubuntu PPA for Hardy.
To build libtorrent from source you may require dependencies, python2.6-dev and a few libboost-*-dev.

why are you trying to install an old version of deluge that we do not support anymore. please install 1.3.1.
