I originally set firefox up to open .torrent files with deluge.cmd, and it would not work. My only purpose in testing this approach was to get firefox to download torrents to the client.
I am just stating what works for me. Your mileage may vary.

Reinstalling Deluge 1.1.0 did nothing for me, except get my old great client working again. Unfortunately, that is not Deluge 1.1.3.
I have no idea why the upgrade is working for some, but not for me.

I normally remove the previous editions, before upgrading.
