I'm reinstalling now. The deluged server runs on the same Windows 8.1 machine as the client that will be accessing it. In other words, I am accessing deluged locally but through a daemon. What python version should I be using? I just assumed it was 2.6. I'm using Deluge version 1.3.7. Thanks for ta...

Sorry for not being able to answer before, but you guys are correct setting 0 torrents as the maximum will delete all torrents that reach the minimum ratio/time. I may put some examples in the plugin info so its easier for other people.

Well, i have the plugin installed on my server (2.7 egg) and also on my local machine using the thin client (2.6 egg), and have set the ratio min of 3.0, but nothing is happening. Not sure if it's been suggested or not, but I'd love to be able to add more than 1 rule. Remove if ratio of 1.0 OR seed time > 2 months for example. Perhaps just allow multiple rules to be set.
