Try changing the 'mixed_mode_algorithm' setting between 0 (which will prefer tcp traffic) and 1. Also, you might want to try disabling 'rate_limit_utp'.

The first thing that comes to mind is to check the "user_agent" setting. Make sure it is not set and that the "Actual" column says "Deluge 1.3.7". If that's not the problem, then it might have something to do with the client fingerprint. When the Deluge daemon starts up...

Have you tried restarting the server as suggested? It seems the javascript isn't properly loaded unless the server is restarted.
