Yeah, I got the same problem, and manual update tracker in the context menu doesn't help either. It just keeps timeing out.
The only solution I found was to restart deluge. After that it workes for a few hours...

btw, you can connect with the gtk interface to a remote host to control torrents as far as I know. Haven't tried it though.
