The develop ppa is always latest 1.1 lt code, the displayed version on ppa deb is kinda irrelevant, I'll fix it though

The latter is incorrect. You should be using the deluge config parser.

It has been mentioned many times that there is no WebUI for this plugin. You can enable thinclient and connect with GtkUI to configure it.

iirc it's the writing of state to disk and disk i/o affects speed. Deluge 2.0 should mitigate this

I'm seeing a problem with the 2.0 Beta.. Create a ticket please enable remote connection you don't need to edit the file, you can use deluge-console, see thinclient wiki page.
