The other issue to add in to the list is to delete all application data from Deluge's folders in Windows before running the first time.
I could not get 1.3.1 to run, even a clean install, until I'd deleted the old appdata.

This is ongoing. When you start Deluge, if anything is paused, right click the Paused category. Select Pause, again. ;) Then, once you've manually paused, right click and select resume. You can do the same for any that are "checking." This has been an issue for some time, now. Everything's...

Try a complete removal of deluge and gtk, including settings folders.

The webui is using massive amounts of resources in the browsers I use to access it.
Running 390 files in deluge, and the browser runs 48-50% CPU (basically one cpu of a core 2 set up.)
Anyone else seeing large resource use on the interface?

You should also try running the installer as Administrator if neither of the above work. Right click the icon and select "Run as Administrator."
