Under most circumstances you shouldn't have to add a tracker unless you really know what you're doing... I just used the feature. You probably mean the directory where deluge should keep a copy of the torrent files? It seems that the current version of deluge saves the torrent files without the .torrent extension. This has been the case for the last couple of minor versions, IIRC. I don't think that it's Windows-specific since...
