If you have file access to the server, you can hand-craft the YaRSS config with a text editor. It's probably easier to use a local install of deluge to connect to the remote server and handle it that way, if that's an option. In 'Queue' try enabling 'Ignore Slow Torrents'. This should achieve the same thing by not counting slow torrents as taking a place in the queues.
