Have you considered using a docker that combines deluge with OpenVPN such as binhex/arch-delugevpn

I suggest not using free services. If you can't afford the few dollars per month to protect your anonymity, consider what it might cost you if one of these copyright holders decides to sue you. Xfinity will hand over your identity in a heartbeat if they get a court order. They might also suspend you...

STOP what you are doing until you are behind a reliable proxy, VPN, or use a seedbox.
I use Torguard SOCKS5 proxy with Deluge and for seedbox I use seedbox.io (no Deluge there yet, but they say they are working on it).

linuxserver.io certainly does offer images for 1.3.15, many in fact. I am running the latest 1.3.15 - ls22. Look in the Tags section on page 9 and pull like this:
