The RSS feeder should work with the WebUI, you just can't configure it with it. You could use the thinclient mode to set it up, or possible set it up locally and then upload the config files.

You stopped the service with the start command? Did you restart the service before trying to connect?

A lot of times private trackers have so many seeders compared to downloaders that there is just no one trying to download from you. Have you tried with other torrents that you know can be seeded or tried your old client on the same set of torrents?

For with Windows versions python is built into the install exe file.

With linux the usual way to update any program is to wait until the update manager tells you there is an update. Ubuntu doesn't update apps often, but you could look into adding the ubuntu ppa. For Windows you just need to download and run the installer. You don't need to have python or gtk installed and you don't need to mess with PATH at all. Are you trying to do something special with your setup?
