Are there specific roadblocks or other (tedious?) tasks to get a Windows build back up?
If it does not require much expertise to fix the build and just time I am happy to spin up a dev environment to help with that.

Trying to build Deluge 2 from Git develop on Debian Stretch (raspbian). I had 0 issues building 1.3 from source for many years now, but 2.0 fails on me. I am using 1.0.5 on Windows 7 with 1.3.11 py2.7 and rate limits are working. Perhaps try deleting your settings folder and starting over? (Make a backup first.) Hmm not sure. I compiled libtorrent 1.0.5 myself for usage in Deluge 1.3.11. So far it's stable, but certain features are not working anymore, like rate limits (just ignored, it uploads will full bandwidth available). Any idea? Is Deluge 1.3.11 not fully compatible to libtorrent 1.x? I am compiling the latest 0.1...

Did you check if you're hitting the connection limit? It's set to 200 by default which may not be enough at these speeds.
But on the other hand, I am reaching ~10 MByte/s download speeds even on my Rasperry Pi running Deluged 1.3.6...

Check if you hit the the connection limit (it's 200 by default) and increase it if it's maxed out.

Even if you had a more recent version of Debian, you would still only get 1.3.2 via package management.
