These are listed on the wiki as dependencies for Linux but not for Windows. Are they required on Windows?

Another option is to write your own custom blocklist.
Actually, that might be useful as a right-click option provided by the blocklist plugin. Deluge already has an "Add Peer" right-click command, and someone else requested a whitelist option in another thread.
